Mesmerizer Command Reference, RLV restrictions
These are the commands that manipulate standard RLV restrictions. They are all of the general form MayXXX no to prohibit doing XXX, or MayXXX yes to permit it, although the last two take an additional parameter before the yes/no to indicate the clothing layer or attachment point that's being locked or unlocked. I don't think there's anything unusual here.
